Innovative Rocket Technologies (iRocket) has agreed to merge with BPGC Acquisition Corp., a shell company backed by former U.S. Commerce Secretary Wilbur Ross that has faced challenges landing a deal since going public, to help fund development of its reusable launch vehicle.
